Description: 
I have a callcenter which have about 50 agents, I installed Asterisk
1.6.2.6 last night, and my staffs start work at 9:00 this morning, they
call the customer, it seems everything is fine, suddenly, all phone can not
call out and I connect to asterisk console and find it report "Everyone is
busy/congested at this time" error message, and the light of PRI card is
red
