Summary:                    Options flood to sip user, after adding dynamic a
hint
Description: 
Issue: when i dynamic add "dialplan add extension 1,hint,SIP/1234 into
K1234" a hint for a realtime sip friend that is offline, then
chan_sip start send a flood  of OPTIONS to the last known IP adress of
that sip user. chan_sip start to send first one, then
2,4,8,16,32,64,128,256,512,1024,2048... options to this offline sip user,
up to 100%CPU load.
