Summary:                    Talker optimization disables all audio in conference
Description: 
MeetMe(123,DIMTs) is working fine, but changing it to MeetMe(123,DIMTos)
makes conference to have no audio between members.

All the conference prompts work. Also "meetme list" shows callers
speaking.

astdev14*CLI> meetme list 123

2 users in that conference.

This is reproducable on 1.6.1.5 and also on 1.6.1.2

This could be related to 0015725.  The talker detection was recently fixed,
but at the expense of re-enabling talker optimization.
