Summary:                    [patch] Set charge indication to 'no charge' in ACM
message
Description: 
This creates a way to send a ‘no charge’ value in the charge parameter
of the ACM message by associating a [nocharge] context in the
extensions.conf file. If more than one [nocharge] context is desirable, a
pattern may be used instead.

It requires modifications in some libss7 files (isup.c, isup.h and
libss7.h) and chan_zap/chan_dahdi.
