extended version of backport taken from russelb's 1.4 branch.
my changes include:
 - renamed DEVSTATE() to DEVICE_STATE() for dialplan compatibility with
1.6
 - implemented CLI command "devstate change" that was missing

what is involved in a modification to allow for removing the ringing
states.  When a device is in a ring group and the call comes in, it lights
the ringing state and you no longer know if the person is on the line or
not, because it flashes the light.  Thoughts?
