Summary:                    [patch] Add ability to log CONGESTION calls to CDR
Description: 
If the dialplan is designed for whatever reason the execute the
Congestion() application a CDR log is not recorded for that call.

This patch adds that feature.

Any chance of this making it into the branches?

Don't understand why it was never there in the first place, after all,
don't you want to know when you were congested?

And I hate maintaining a custom release, the less patches the better ;)
