Summary:                    QueueMemberState events only sent when phone
rebooted
Description: 
As far as I can tell QueueMemberStateEvents are now only ever sent when a
phone is rebooted. I have not received a queue member state event under
normal conditions since asterisk 1.6.0.9.

I'm using realtime queues in a postrgres database, "eventmemberstatus" is
set to yes.
