Description: 
This patch adds initial support for secure RTP using libsrt[1]. It can
be used in for example an implementation of the sdecriptions draft[2].

@sf uploading files can not be donw whitout a licence of asterisk.
Since this is a backport you will probably not get this licence.
please post the link so I can get it from an other place...
