Distributing device state in this way opens up the possibility of having
geographically distributed clusters, as well as having integration with
XMPP clients and other components that are PubSub-aware.

OK, the initial documentation is submitted for review and use by testers.
Please let me know if there is anything that is obviously missing or
broken. I will try my best to update the document, as time allows.

Thanks to Russell Bryant for the extremely well written
distributed_devstate.txt document. I've re-utilized the outline from that
document, and used the 'Testing Distributed Device State' section as that
really was the easiest method of testing. No point in solving the same
problem twice :)
