going back to 2.1.0.4 and the problem is gone. 

this issue was reported by alecdavid in 0015498 and it is NOT fixed and
should not have been merged into 2.2.0.2.

wcte12xp: Export features and operations for VPMADT032.

Fixes a regression in dahdi-linux 2.2.0 where it was impossible for
userspace to
reset the state of a channel in the VPM.
