Make it easier to work with pure javascript Asterisk managers. Just adding
another option.

PLL: that's not a bug. Please see RFC 2109, Section 5. The examples
there quite clearly suggest using quotes around the version number. Since
that is the official specification for the Set-Cookie header, you should
assume that your client library which is choking on the quotes is not in
compliance with the specification.
