Now, exist events without send context param for notify. This is a great
problem if own asterisk have more of one, pbx contexts. Because, All users
can get all. If Own use a astmanproxy (with little changes), Own can filter
by user and pass, and more important, by context. Filtering messages for
all users by context.

This issue appears to be a feature request for some changes to manager
events. Since there is no patch attached with it I am suspending this for
now. Once you have a patch feel free to reopen it.
