Summary: Asterisk rejects t38 reinvite when using local
channels
Description:
I noticed this behavior when running 1.4.21.1 and also found the same
behavior with 1.4.24.1.
If I set up a fax call incoming to asterisk doing t38 passthrough to
another device, asterisk rejects the t38 reinvite with a "488 Not
acceptable here". If I make the call not using local channels, it works. I
need to use local channels because of other feature interactions to this
device that require it.
Can t38 support be added to local channels? I will attach a packet
capture; let me know if any additional information is needed and I will get
it to you.

this is correct the Local channels cannot be "reinvited" so there is no T38
support on Local/ only on SIP/ this is not outside the scope of possibility
if the Local/ was to have a t38state ...
