I have exactly the same problem.
The version I am trying to get running now is "Asterisk
SVN-branch-1.6.0-r193121" although I reproduced it on 1.6.0.9 as well.

No. "RED" means that the port is "disconnected". Specifically, in Asterisk
try:
dahdi show channel 1
and look at the "InAlarm:" line. If the channel is InAlarm, outgoing calls
will not be sent through it.
If the port is connected to FXS but still shows up as RED, it may be a bug
in the driver (in dahdi-linux).
