Description: 
This patch adds initial support for secure RTP using libsrt[1]. It can
be used in for example an implementation of the sdecriptions draft[2].

Right now the branch is out of sync with trunk after file's rtp-engine
changes.  I started trying to get things fixed, but it was fairly involved
and I never got it working.  I haven't had time to work on it in a while. 
I'm not sure when I'll have the time to look at it again as I've got two
other fairly big projects I'm working on.  I would be super-excited if
someone could bring the srtp branch back up to date with trunk.
