Summary:                    [patch] message "you have no messages" garbled
Description: 
Here is a patch which corrects the patch which I submitted with bug report
0012475.  It fixes two problems:

1) The word "messages" is not played when saying "you have no messages".
2) Several lines of comments relating to code which I removed were left
in

Patch should be applied to various 1.6.X branches too.
