Description: 
Inbound and outbound tracks will get out of sync by several seconds when a
call is monitored using chanspy.

In my situation we are 100% PRI/SIP and ULAW.
Generally speaking the caller has called in via a PRI (TE121B).
The callee is using a SIP client (x-lite).
The spy is also using a SIP client (x-lite).
The callee and the spy are on the same physical network segment.
Everyone uses ULAW exclusively.
