Summary:                    [patch] Backport floating timeout in Read()
Description: 
In Asterisk 1.6, we can set timeout seconds with a floating type in
Read().
This is just backport of this possibility in 1.4 svn.

I have tested patch and floating timeout is working as expected.

While this may have been a good exercise for you or useful to others,
including such a contribution in 1.4 would violate our release policy. 
There are no new features to be included in 1.4, unless such a feature is
necessary to fixing a bug.  As this does not fit into that category, it is
not eligible for inclusion.  However, if you'd like to work on other issues
or even new features for the trunk of Asterisk, those contributions would
certainly be welcome in the future.
