Summary: On user creation, call-limit=100 is added to the
user context twice
Description:
Whether created individually or through bulk add, new users are now being
created with 2 entries for call-limit=100. On a side note, there is no
discernible way to edit this field from the gui.
When deleting these entries manually and resaving the user from the gui,
the gui only recreates the entry once.

This wasn't tested, but I'm pretty confident it fixes the issue.
