Summary:                    [patch] Unrequired Debug Message
Description: 
Debug message about codec preferences is set when debug level is at 0,
unlike just about every other debug log message. This should be at level 1
because the event occurs on all IAX2 calls and so is akin to console spam.
Patch is attached.
