error on console when using wcb4xxp
Description: 
When a wcb4xxp is connected as a BRI span in TE mode, you get errors like:

[Dec 2 22:02:48] WARNING[4759]: chan_dahdi.c:3008 pri_find_dchan: No
D-channels available! Using Primary channel 6 as D-channel anyway!
[Dec 2 22:02:49] WARNING[4758]: chan_dahdi.c:3008 pri_find_dchan: No
D-channels available! Using Primary channel 3 as D-channel anyway!
[Dec 2 22:03:19] WARNING[4759]: chan_dahdi.c:3008 pri_find_dchan: No
D-channels available! Using Primary channel 6 as D-channel anyway!

I have uploaded console output (verbose/debug 99, pri debug span 1) for
case when dahdi goes to "No D-Chan availible" and recovers from "Sending
Set Asynchronous Balanced Mode Extended" ON ITS OWN in relatively short
period of time (very rare - usualy it can stay for hours in "Sending
SABME", or until incoming call). 

Notice, that one cannot make outgooing call until "-- Got UA from network
peer  Link up." is diplayed, after that everything is working again.

I have also played with "teignorered" wcb4xxp module param, and when i
start dahdi with that param set, I always have all 4 spans of card in
status OK (on "dadhi show status"), but when i see "Sending Set
Asynchronous Balanced Mode Extended" or "Sending TEI management message 1,
TEI=127" repeating on console I still cannot make outgoing calls.
