Summary:                    appdocs dtd installed to ASTVARLIBDIR instead of
ASTDATADIR
Description: 
If you set ASTDATADIR to a different value than ASTVARLIBDIR, installation
will fail, as the appdoc DTD file will try to install to
/var/lib/asterisk/documentation, and that directory will not get
generated.

That file needs to be installed under the ASTDATADIR.
