Hi!

Using Asterisk as H324M Gateway requires correct Q.931 signaling.
Currently Asterisk does not care about User Information Layer 1 signaling
in Bearer Capability IE.

lmadsen:  I think we're already committed to getting this in.  The caveat
currently is for one of the developers to understand the code sufficiently
before committing it, so if there's any bugs, we have someone who can take
ownership of the problem.
