The RR packets are on SAPI=0, TEI=0 which indicates PTP mode.
The ignored packets (SETUP?) are coming in as a UI frame on SAPI=0,
TEI=127 which is not an expected link.  For PTP mode the SETUP packets
should be I-frames on SAPI=0, TEI=0.  For PTMP mode the SETUP packets
should be broadcast UI-frames on SAPI=63, TEI=127.
