disconnected when the link goes down.  (I don't think you had any that were
not already connected.)

Libpri pre-1.4.11 defaults T309 to disabled (-1).
Libpri 1.4.11.x defaults T309 to 6 seconds and will not allow disabling
it.

"pri show span" will display the active timer settings.
