Summary:                    set talker optimization has no OFF function
Description: 
According to core show application MeetMe:
The option "o" set talker optimization - treats talkers who aren't
speaking as being muted, meaning (a) No encode is done on transmission and
(b) Received audio that is not registered as talking is omitted causing no
buildup in background noise.

In 1.4 this was an option indicating that it would be on by default in
1.6.  
In 1.6, this does appear to be on by default, but using the "o" option
doesn't turn it off and there doesn't appear to be any way to turn it off,
making meetme unusable where the caller is difficult to hear for various
reasons.

A caller who speaks, but who's voice energy level doesn't always trip the
talker detection, will appear to be cut off in the middle of what they are
saying.
