The anwser to this may be as simple as.

If neon is configured for the line operate the it in Reverse while no
messages, and when VMWI is required setting Neon puse generation will set
line to Forward and generate Neon pulses, the phone which only Line
Reversal MWI support will presumably also turn on it's light.
