would only set 0xE8 not the MSB 0x03

Tested with TDM400P with FXS module at channel 32.
Test system also has an E1 card hence the offset to channel 32.

Tested and works, and FXS module responded correctly.

'fxstest /dev/dahdi/32 regdump' also reports correct settings.
