Summary:                    [feature] intergrate stock reponses into mantis
Description: 
I've been searching to see if Mantis supports this, but have not _really_
looked.

I think it would be helpful, and create less typing, if our currently
tracker had standard stock responses for issues.

For example:
- Support Request
Thanks for your comments. This does not appear to be a bug report and we

make more sense to raise your question in the support tracker.

pabelanger:  thanks for the suggestions. I'll add those two into the
'Bugnote Responses' (which you may or may not see as a drop down on top of
the Note window were you submit comments to bugs).

I see them as a manager, but not sure if that is available to everyone. I
would presume it only makes sense to have that option for bug marshals (or
higher).
