reinvites
Description: 
SDP handling code introduced in r227758 effectively sets t38jointcapability
to 0 causing reinvite to fail with reason 'No compatible codecs, not
accepting this offer!'

today install 1.4.28, apply patch, try to send fax passthrough t.38, it
work.
Is it actually attache dumps?
FAX <-> NSGATE800 <-> * <-> cisco 5350 <PRI>
