Description:
SDP handling code introduced in r227758 effectively sets t38jointcapability
to 0 causing reinvite to fail with reason 'No compatible codecs, not
accepting this offer!'

hello mnicholson,
with your patch, chan_sip send now all the t38 related sdp lines that
where missing, but still no UDPTL activity with 1.4.28 "udptl debug" just
show nothing.
