Summary:                    [patch] Callee on outside line can take parking and
forwarding rights
Description: 
I found a following issue in the call parking function in 1.6.1.6

Callee on outside line can take parking and forwarding rights in following
way.
This issue happens if caller on inside can park his/her call by DTMF
tone.

example1:
1. Call from inside to outside.
2. Park this call by DTMF.
3. Pickup the parked call.
4. Then callee on outside can park this call by DTMF.

example2:
1. Call from inside to outside.
2. Park this call by DTMF.
3. Pickup the parked call.
4. Then callee on outside can forward this call by DTMF.
