going back to 2.1.0.4 and the problem is gone. 

this issue was reported by alecdavid in 0015498 and it is NOT fixed and
should not have been merged into 2.2.0.2.

The developers are going to need to know which hardware this is related
to, as the issue in our case https://issues.asterisk.org/view.php?id=15498 at
that site was fixed in the
wcte12xp driver.<pre>
