Description: 
Looking at q931.c it only has dump_called_party_subaddr
it's missing receive_called_party_subaddr, transmit_called_party_subaddr,
and associated pri_call changes. Maybe more...

The Telecom Specs in NZ suggests that SUB ADDRESS is always on, so doing
"desk to desk" between offices each with an asterisk box over the ISDN
should then be possible, without a whole load of DDI numbers required.

Is there any work beinging done for this?

This is ready for testing.

It completes the basic Sub Address support in a similar manner as was
initally implemented in https://issues.asterisk.org/view.php?id=1877.

I've tested it between 3 sites, 2 PRI connected sites, and 1 BRI connected
site. It's working as expected.

The called site dialplan code look like:

exten => 03XXXX052,1,NoOp(Incoming call callingsubaddr=${CALLINGSUBADDR}
calledsubaddr=${CALLEDSUBADDR})
exten => 03XXXX052,n,GotoIf($["${calledsubaddr}"==""]?inbound,8800,1)
exten => 03XXXX052,n,Goto(inbound,${calledsubaddr},1)
 
If I get time, I may look at Richard's guidelines in
https://issues.asterisk.org/view.php?id=15604#c108630 to further
enhance the core, those that know this area are quiet welcome to finish it
off.
