Description: 
Inbound and outbound tracks will get out of sync by several seconds when a
call is monitored using chanspy.

Could someone please report back if this patch solves your issue? Since
Mark is unable to reproduce this issue, it will be someone who can
reproduce the issue that needs to test the patch to determine if it
resolves the issue. Mark believes this patch needs to go in for a fix
anyways, but wants to know if it solves this particular reported bug.
