Summary:                    Editting a DialPlan causes the DialPlan to be
deleted
Description: 
When editing a Dial Plan either by removing or adding an Outgoing Calling
Rule and then clicking Save causes the entire dial plan to be deleted. 
Unsure if this occurs before or after clicking Apply Changes.

I was able to reproduce the issue once. And made a fix (rev 4746), after
the fix I wasn't able to reproduce. I'm not gonna close the issue til I
hear from you, so let me know if your issue is resolved.
