Summary:                    Editting a DialPlan causes the DialPlan to be
deleted
Description: 
When editing a Dial Plan either by removing or adding an Outgoing Calling
Rule and then clicking Save causes the entire dial plan to be deleted. 
Unsure if this occurs before or after clicking Apply Changes.
