Description: 
This patch adds initial support for secure RTP using libsrt[1]. It can
be used in for example an implementation of the sdecriptions draft[2].

I've reset this to target version for 1.6.5.0 which is probably more
realistic at this point. If the situation changes that permits this to get
in earlier, I will update the target accordingly.
