Summary:                    music on hold outputs no sound on incoming calls
(using sip) but it works when the call is put hold
Description: 
I've seen a lot of examples where I can set default music on hold class
and then after answer wait a bit or use the deprecated WaitMusicOnOld

I call from a pstn phone to a sip provider (eutelia/italy)

asterisk says "starting music on hold" without errors but I hear nothing

but if I park the call or I reply with a client and then put on hold it
works fine

I'm doing something wrong? it's supposed to behave this way?

very strange, after recompiling asterisk with different options,
waitmusiconhold outputs the music, I had other cases where moh not worked,
I'll try to reproduce them
