Summary: Zaptel doesn't detect 2100hz EC disable tone
Description:
In an installation who has a lot of issues with faxing (mostly
communication errors), I noticed that Zaptel isn't detecting the 2100hz
tone and therefore is not disabling EC for that channel.

I expect a line like that in syslog:

Jul 16 14:23:04 pabx kernel: zaptel Disabled echo canceller because of
tone (rx) on channel 1

But I get it only very rarely. Faxes are sent and received via a telco
provided PRI. The board used is a TE110P. There is also a TE410P on the
same box but it is not used for faxing.

For outgoing fax calls, it's not a big problem since I can create a
separate channel group without EC and route the calls thru that group. The
real issue is with incoming calls, since the telco will use the first
available channel on the PRI.

I also tried Set(CHANNEL(transfercapability)=3K1AUDIO) but it also doesn't
disable the EC.
