Summary:                    Call on Queue do not are delivery to free agents
Description: 
We are facing problems with app_queue.

We put calls on the queue, but these calls are not redirect to the free
agents, these occurs when we do not have a lot of calls cames in.

We checked wrap-up-time, strategy and other parameters.

I am having this issue with realtime peers and asterisk 1.4.22-rc3.
