Summary:                    Call on Queue do not are delivery to free agents
Description: 
We are facing problems with app_queue.

We put calls on the queue, but these calls are not redirect to the free
agents, these occurs when we do not have a lot of calls cames in.

We checked wrap-up-time, strategy and other parameters.

Is there any more information that can be had here? If we don't get any
information about how to reproduce this issue, we can't move it forward,
and the issue will be closed.
