Summary:                    Answer() doesn't when the state is Dialing
Description: 
When a channel is in Dialing state, Answer() now does zilch, nada, nothing.
YOu need to call Ringing() before Answer().

That's a too-easy mistake to make.

I'm attaching a patch.
