Summary:                    [patch] isup timers + q.764 compatibility + new cli
commands
Description: 
This path introduce isup timers, + handle the abnormal situation as the
q.764 require.

not complete, isup_gra and the others have to move to call oriantated
model.

enable isup timers, put those lines after the sigchan lines(values just
example for testing):

isup_timer.t1 = 3000
isup_timer.t5 = 7000
isup_timer.t7 = 20000

isup_timer.t12 = 5000 
isup_timer.t13 = 17000
isup_timer.t14 = 5000 
isup_timer.t15 = 17000

isup_timer.t16 = 5000

Ok, starting to go through this and have some initial comments:

Thanks for doing as I said and moving most of timer functionality into
libss7.  It really, really, would help for future reference to separate the
different portions of this patch out into separate patches.

Parts that require significant API changes would be best put into separate
patches, since I will want to think about those longer than parts that
require basically no changes (like additional parameter and message
support).

I'm going to try to pull the additional parameter and message support and
commit that first so I can focus on the more architecturally significant
parts of this patch to change it.

After pulling those out, I'm going to review the rest of this some more.
