Summary:                    Change in behavior for Zap dialing
Description: 
is this a new feature?

before 1.4.22 when dialing a zap channel with no phone line connected,
asterisk would answer the empty channel and try to dial, but now asterisk
detect that there is no line in the channel and make a congestion and skip
to the next channel. This is a great improvement. normal?

It isn't really a new feature in the typical sense.

But yes, this is now normal.
