You are right and I must apologize.  Rereading the paragraph in
module-parameters.txt, I now see that it specifically mentions the case
where the latency needs to grow on those systems that are unable to service
the interrupt within the interval allowed by the default latency.  

I was (erroneously) thinking about the case where the system is able to
service the interrupt in a timely manner, and under those circumstances,
increasing the latency would increase the module load time.

But on another note, does your system really grow to the max latency value
of 32 and then functions properly?
