Summary:                    String comparison of NULL Urgent flag value crashes
Asterisk.
Description: 
If the Urgent flag is NULL (in some cases), strcmp() will crash Asterisk.  
This patch adds an ast_strlen_zero() check before the strcmp() of the
Urgent flag in all cases.
