Summary:                    Incorrect handling of international settings
Description: 
There is a simple error of hexadecimal/decimal in wcfxo.c which cause the
driver to ignore its international settings.

ipconvergence -- sorry about the typo, usually my patches are always tested
unless  I mention it explicitly.
I updated my 2 patches for the latest 1.4 version available based on what
I did 4 months ago but I didn't test them!
