Summary:                    Incorrect handling of international settings
Description: 
There is a simple error of hexadecimal/decimal in wcfxo.c which cause the
driver to ignore its international settings.

meneault - There is a typo on the PEGTIME definition which stops the ring
patch working, ZT_CUNKSIZE is missing a "H" and should be ZT_CHUNKSIZE.

Also, its great that the hex issue is now resolved, however as you point
out the ACT value for CTR21 should be 1 to support complex impedance rather
than the fixed FCC 600 Ohms. I've tried the mode patch but I cannot get it
to work, the patch fails saying "patch: **** malformed patch at line 8:
Luxembourg, Netherlands,". I've used diff to try and get a patch that works
but the line wrapping always throws up a malformed patch issue.

If anyone can create a patch to change the mode that works then that would
be great. For the time being though I'll just edit the source for testing
purposes.
