Summary:                    Mantis notification not sent when issue is commented
and/or closed by SVNbot
Description: 
There's no suitable project for this, and this is not related to Asterisk,
but Russell advised to post this bug here.

Whenever issue is closed by commit, no notification is sent to users
monitoring issue or reporter. Thus, reporter might even not know when he's
issue is resolved.
